Hot Topic at the Two Sessions: Accelerating Digital Government Construction — Another Digital Government Project of TiTLIS Delivered
On March 5, the 4th Session of the 13th National People's Congress opened at the Great Hall of the People. In the Government Work Report, Premier Li Keqiang reviewed the development achievements of the 13th Five-Year Plan period and the work in 2020, and outlined the major targets and tasks for the 14th Five-Year Plan period as well as key work for 2021.
Premier Li Keqiang proposed in the report to advance digital government construction, establish a sound coordination mechanism for government data sharing, expand the application scope of electronic certificates and realize their nationwide cross-regional mutual recognition, and enable more government services to be processed online, via mobile apps and in one-stop manner. For frequently-handled services by enterprises and the public, inter-provincial government services shall be basically accessible nationwide within the year.
In early 2021, a District Digital Government Big Data Center in Foshan City, Guangdong Province, co-built by TiTLIS, was officially put into operation. In the initial phase, four departments including the District Political and Legal Affairs Commission, Urban Administration Bureau, 110 Command Center and Digital Resources Center have settled in the center.

The Smart City Integrated Command Center serves as an intelligent comprehensive management hub for grid-based social governance, cross-departmental government coordination and emergency dispatch, functioning as the district’s core nerve center for social governance and urban data.
TiTLIS delivered a customized console solution for the District Digital Government Big Data Center of Foshan. Tailored to the control room’s spatial layout and interior style, the solution balances aesthetic design and practical usability, meets operational functional requirements and safety standards, and complies with ergonomic specifications. The project adopts TiTLIS classic series consoles, paired with linear desks and conference tables to build a multi-functional big data center workspace.

Built on the framework of provincial and municipal public security command cloud platforms, the big data center integrates shared application systems for practical deployment. It develops a region-specific integrated command and dispatch platform with full horizontal and vertical coverage, forminga comprehensive hub integrating joint duty command, synthetic operations, intelligence aggregation and technological R&D.

The district will leverage the big data center’s functions in three key aspects:
Strengthen overall coordination to build the center into a core hub and "smart brain" for cross-departmental data sharing and exchange.
Prioritize service optimization: boost service efficiency for enterprises to foster an internationalized and law-based business environment, deliver integrated online, one-window and one-stop services to reduce public travel burdens, upgrade smart city governance capacity, advance scientific government decision-making, and deepen the application of big data resources.
Consolidate cross-departmental collaboration under a unified whole-of-government mindset to break down data silos and information islands. Accelerate the interconnection of business systems and government data with the big data center, and jointly create a multi-dimensional open data ecosystem.
